ระบบ RIMS (Road Incident Monitoring System) มีจุดประสงค์เพื่อให้ประชาชนทั่วไปได้มีส่วนร่วมในการรายงานเหตุการณ์หรืออุบัติเหตุบนท้องถนนร่วมกับเจ้าหน้าที่ของรัฐ อันเป็นการช่วยให้ผู้ใช้รถใช้ถนนได้ทราบถึงถนนหนทางที่ควรหลีกเลี่ยงล่วงหน้า
