It is designed to only stream when on a WiFi network, like a typical home network, rather than cellular networks (to save bandwidth). It only works when both the iOS device and the browser are on the same network, unless you have exposed your iOS devices IP address and port number to external traffic. The typical use case is to change the general setting on an iPod or iPad to "Autolock: never" so that you can leave it running overnight, then set the framerate to something low, like 1 per second. Then leave your iOS device downstairs pointed at a door or whatever you want to monitor and turn the motion detection on using the browser interface. If you then need to see what your iOS device is pointed at, you can use the browser interface and turn the frame rate up to improve the video quality.
