You can always restart a download if it failed. You do this by pressing the "Download Full Video" button again. Your iPad will ask you to confirm payment again. Confirm this. You will NOT be charged again, your iPad will also confirm this by stating that you already purchased the item and that you can download it again. This will happen right after you click the Buy button. The download will then start again.
