Gradient

This interactive app is created for public policy makers, programme designers, and other professionals tackling the social GRADIENT in health outcomes—unacceptable health inequalities among different socio-economic groups of society.
This app will help you determine the potential of any given policy to act against health inequities and, more broadly, contribute to a society, which values wellbeing for all. The app can be used as an add-on feature to standard policy evaluation or proactively as a ‘gradient-levelling’ tool for policy making.

WHY GRADIENT CHECK

Check if a policy or a strategy is potentially geared towards health equity
Improve existing policies in line with the gradient-friendly’ five-component standard of evaluation
Facilitate a dialogue with colleagues and other stakeholders to evaluate policy actions.

HOW GRADIENT CHECK works

GRADIENT CHECK evaluates each policy according to a five-component schema, assessing:

‘proportionate universalism’ of applicability
preoccupation with wider determinants of health
its whole systems approach
life course and gender sensitivity
impact indicators

The GRADIENT CHECK summary of results provides an overall rating of the policy action as well as a ‘traffic light’ evaluation of each separate component. The results and comments can be saved, shared and used for future follow-up.

Background on GRADIENT CHECK

This app 1.0 is a ‘light’ version based on the Gradient Evaluation Framework (University of Brighton, 2012), which is a detailed and comprehensive evaluation tool-kit developed from an EC FP7 Research Project, available on www.health-gradient.eu. This app 1.0 only summarizes the key points and it is recommended to use the full GEF for a more thorough evaluation process.

All concepts, principles and underlying evidence can further be consulted in a book The Right Start to a Healthy Life” Levelling-up the Health Gradient Among Children, Young People and Families in the European Union – What works? Edited by Ingrid Stegeman and Caroline Costongs (March 2012) ISBN 978-2-8052-0162-2 and to be downloaded from www.health-gradient.eu

The GRADIENT CHECK APP has been designed by EuroHealthNet, a not-for-profit network of public health agencies striving for health equity in Europe, please see www.eurohealthnet.eu.
